Filing: Quarterly — returns and remittance are due on or before the last day of the month following the close of each calendar quarter (the tax administrator may set a shorter reporting period). Filed via the MUNIRevs Online Remittance Portal.

Rental Limits

Oceanside does not impose an annual cap on the number of nights you can rent. Each individual stay must be 30 nights or fewer per stay.

Occupancy & Density Limits

Maximum occupancy is two (2) people per bedroom plus two (2) people per unit. Daytime guests are capped at ten (10), allowed between 7:00 a.m. and 10:00 p.m., and do not count toward overnight occupancy. In the R-1 zone west of Coast Highway, no more than five (5) bedrooms may be advertised or rented unless legally permitted otherwise, in which case maximum occupancy is fourteen (14).

Zoning & Restrictions

STRs prohibited in mobile home parks and at non-conforming panhandle lots. New non-hosted STRs prohibited outside the Coastal Zone as of February 10, 2024. Within the Coastal Zone west of Coast Highway, a cap of 480 non-hosted STR permits applies and new non-hosted STRs are prohibited in the R-1 zone.

Insurance & Safety

Insurance

Oceanside does not require short-term rental operators to carry specific insurance. Standard homeowner policies often exclude short-term rental activity, so many hosts obtain dedicated short-term rental or landlord liability coverage.

Safety & Operating Requirements

Penalties for Non-Compliance

Operating a short-term rental without a valid permit: $1,500 for a first violation and $2,500 for a second and subsequent violation, plus ineligibility for an STR permit for 18 months after a second/additional violation. Violations that threaten public health or safety: $1,500 first violation, $3,000 second violation within one year, $5,000 each additional violation within one year. General violations are a misdemeanor punishable by a fine up to $1,000 and/or up to 6 months imprisonment. Permits may also be revoked.

Platform Requirements

The short-term rental permit identification number issued by the city must be displayed on the hosting platform (e.g., Airbnb, Vrbo) where the short-term rental is advertised.
