The state layers a statewide framework on top of local rules: short-term rentals must comply with the Vermont Rental Housing Health and Safety Code, and operators must complete the 'Short Term Rental Safety, Health and Financial Obligations' self-certification (prepared by the Department of Health, Department of Taxes, and Division of Fire Safety), display the required posting, and retain it on site (it need not be filed with the state). Properties that are not licensed lodging establishments (two or fewer units, no food prepared onsite) do not need a state lodging license. Tax-wise, all short-term rentals are subject to the 9% Vermont Meals and Rooms Tax, a 3% short-term rental surcharge (Act 183 of 2024, effective Aug 1, 2024), and a 1% local option rooms tax in municipalities that have adopted one. Individual towns and cities (such as Burlington) set their own registration, owner-occupancy, zoning, and additional local tax rules.
